Recently an issue was reported where a user was trying to install the Universal Translator 3 and got an error #2503. This was on a Windows 8 machine.
UTOnline.org and the PG&E Pacific Energy Center are pleased to announce the launch of the Universal Translator 3 (UT3).
The UT3 is the culmination of over 3 years of work to re-develop the Universal Translator 2 to make it fast, reliable and extensible.

Some 64 bit Windows 7 users have installed the UT2 and reported an error when the UT2 starts. The reported error is "Run-time-error... SQL Server WMI provider is not available...". This error usually occurs when SQL Server hasn't been installed correctly.
The UT is compatible with 64 bit Windows 7 with a couple of workarounds:
Users may experience errors when installing the UT2 on a Windows XP Pro Service Pack 3 machine. UT2 uses Microsoft's SQL Server 2005 Express SP2 Database and the UT2 tries in install the database. The database install can fail to install if "MSXML 6 Service Pack 2 (KB954459)" is already installed . This is a well known issue for Microsoft.
This issue is documented here --> http://support.microsoft.com/kb/968749.
We have a patch from Microsoft that will uninstall "MSXML 6 Service Pack 2 (KB954459)" which will then allow SQL Server to be installed without errors.
